De basisbibliotheek ontstaat door fusies van kleine, lokale openbare bibliotheken in een afgebakende regio. Deze schaalvergroting leidt in 2004 in Zeeuws-Vlaanderen tot het oprichten van de [http://www.bibliotheekzeeuwsvlaanderen.nl Bibliotheek Zeeuws-Vlaanderen]. Zestien bibliotheken uit de gemeenten Hulst, Sluis en Terneuzen vormen samen de eerste basisbibliotheek in Zeeland en deze is ook een van de eerste basisbibliotheken in Nederland. De nieuwe organisatie is verantwoordelijk voor het in stand houden van de bibliotheekvoorzieningen in de drie gemeenten, die het ook financieren.
